Illegal online gambling is a real problem in the Netherlands and the Gambling Authority is worried. This becomes clear when reading the annual report 2017. Jan Suyver, chief executive officer of the Gambling Authority, writes that the Gambling Law is needed to really fight against illegal online gambling. There have been some court cases in the past against organizations that organize illegal gambling activities, but this hasn’t been a success.
Gambling Authority against payment provider
Jan Suyver wrote about a clear example in the past that shows the necessity of a Gambling Law. In December 2017 the Gambling Authority pursued payment service provider CURO Payments. The gambling supervisor said that providing payments to gambling websites is a way to promote games of chance, which is forbidden according to the law. The Council of State did not agree with this because these activities are not written down precisely and accurately in the law.
‘Fighting a running battle’
Although the Gambling Authority lost this time, it has done all it could to fight against illegal gambling. However, the current law makes it a hard battle. Suyver even writes that the Gambling Authority is often ‘fighting a running battle’.
